Plymouth City Council declared a climate emergency in 2019 and has a target for the city to become carbon neutral by 2030. Its Net Zero Action Plan identifies buildings, heat and power as a priority, records air-source heat pumps completed in eight council buildings, and notes that 60 off-gas homes are being retrofitted with energy-efficiency measures, solar panels and heat pumps through the HUG2 programme. Plymouth is also progressing a strategic heat-network programme.
