Birmingham's Warm Homes Local Grant is restricted to named Retrofit Priority Areas: Balsall Heath, Bromford, Castle Vale, Sparkbrook, Sparkhill, and Tyseley and Hay Mills. The council says eligibility and measures depend on household circumstances, a technical survey, standards, value-for-money checks and programme budgets. For the local grant, Birmingham says insulation and ventilation are prioritised before or alongside heating measures. Birmingham identifies flooding, heatwaves, storms and hotter summers as local climate risks, and its planning approach includes energy-efficient new homes, retrofit of older homes and infrastructure designed for future climate scenarios. Equipment siting and access should therefore be considered alongside the building fabric and household layout.
